It is clear that the fundamental reason for inadequacy of measures to prevent the spread of COVID19 through transport, and substantial noncompliance to the measures is not about operators’ disobedience or inability of the security agencies to enforce compliances, it is because the mobility system of today is not wired for efficiency and control in circumstances as COVID19.

It is also no surprise that different palliatives have been rolled out to save other sectors and sub-sectors without hearing of the urban transport- subsector because, the operators are largely unknown.
